Case Background
The mission of the Georgia Driver’s Education Commission (GDEC) is to maximize participation in driver’s education and training to reduce motor vehicle accidents by making driver’s training accessible and affordable to all Georgians. GDEC managed the Governor’s Office of Highway Safety (GOHS) scholarship program that offered drivers’ education to Georgia students. The current solution used by GOHS to award scholarships had the following limitations:
- All applications were received manually and took over a week to register
- GOHS had limited time to replace the system because the renewal timeframe for the legacy system was just a few months away
- The approval logic was complex which compounded the delay in approving the funds
Implementation Overview
Scope IT Consulting delivered a modern grants management solution that allowed the state agency to manage grant funds, develop configurable competitive award criteria for awarding the grant, establish approval workflows with escalations and streamline grant reporting. Scope IT Consulting delivered Phase I of the project within 3 weeks of signing the contract. For the initial rollout, Scope IT architected a solution on Georgia’s on-premise environment including load balancers, web server, application servers, Oracle database and storage to manage documents and logs. After obtaining approval to operate in cloud environment, the solution was migrated to the FedRAMP certified AWS GovCloud environment by Scope IT.
Results
GOHS was able to save the cost of having to renew their legacy solution and serve their citizens within a very short time frame due to the exceptional speed-to-market. Final statewide rollout of the whole system was in just 9 weeks with the application consisting over 25 processes, 100 UI screens, 25 customized email notifications, and 10 reports. Within a matter of weeks, there were thousands of applications submitted and awarded to the citizens.
