NSF DAGR Investigative Case Management System

Case Background

National Science Foundation’s (NSF) Office of Inspector General (OIG) provides independent oversight of the NSF to improve the effectiveness, efficiency, and economy of its programs and operations and to prevent and detect fraud, waste, and abuse. Scope IT Consulting was contracted to design and implement an “Investigative Case Management System”. The system will support the complete lifecycle of investigation which comprises the complaint, case initiation, documentation of investigation findings, subject information, memorandum of investigations, judicial actions, and civil/criminal actions.


Implementation Overview

Our team managed the design and implementation of the investigative case management system. The design and development process started with documentation of user stories in JIRA, refinement of the user story by the business analyst, creation of mockup screens for story boarding followed by agile development.  Scope IT Consulting utilized human-centered design to provide an intuitive design for all modules.  The solution included several modules including referral portal, case, memorandum of investigation (MOI), ROI, investigation plan, related cases, judicial actions including administrative, civil, and criminal actions, evidence management, and case closing. 

Scope IT solution addressed investigative case details including collection, storage, tracking, management, organization, and documentation. Scope IT integrated the solution with Microsoft 365 and Power Platform to allow for dynamic document management, collaborative sharing, change tracking, and secure access control. Our solution included a robust role-based access and permissions system, ensuring controlled user access aligned with their roles in the investigative process.


Results

Scope IT went live with the solution within 10 months of project kick off.  Scope IT Consulting collaborated with the NSF IT department, Office of Inspector General’s (OIG) business team, and the assigned project CO/COR for this project.  Regular communication was maintained with all the parties to ensure that the stakeholders are always kept up to date on project progress and risks.
